Currently, every character is considered to have unlocked the PHB, MM1, and Dragon Magazine 368. Others are unlocked by user accounts (Character independent) and cost a certain amount of VTs
1 VT: Unlock all feats from a single source; unlock all items from a single source, unlock a single race/class from a source; unlock all powers, paragon paths, and builds of a class previously published in an earlier source (think martial power and warlord)
1 VT: Allowing access to another character (character slot); bring a player back with resurrection ritual
