A buckler is carried on the arm, not worn like other shields: From PHB: Buckler: This small metal shield is worn strapped to your forearm. You can use a bow or crossbow without penalty while carrying
it. Why would I not have it on? However if you want i will take the damage.

you need a balance check to move, nothing serious, just dc 10. as for the buckler, it still needs to be equiped, the carry option assumes its in your bag or something.

Artemis forgoes another trip attemp and merely lashes out with his dagger whip, but the elf manages to duck the wide shot.

dagger whip for one, its like a normal whip, but its got a dagger on it.

Artemis drops his whip and charges forward; drawing his blade and dropping a heavy diagonal swing. The blade shatters the interposed bow and buries itself a good three inches into her skull before she slumps to the ground, bleeding out.
