I believe that we get maximum HP for the first two levels according to the Campaign write up.

Please correct me if I am wrong Robin

OK, if I am interpreting the bolded section of your rule correctly, BSR, then I can discard all of my scores and reroll, since I have no attributes above 13:

1: 13
2: 11
3: 10
4: 13
5: 13
6: 9

...if I am incorrect, then I have no problem making a playable PC with these stats.

Anyways, I am going to do the reroll now anyways. If I am wrong, then I will go back to my first stats.

There we go, pretty much the same point total, but I think I like my 2nd attempt a little better...even with the 6.

1: 13
2: 13
3: 6
4: 11
5: 13
6: 14


I will work on making these into a proposed PC. Or, if I got it wrong on the reroll rule, I can easily use the 1st stats for the same PC...but I do prefer the 2nd stats.

Psst...you can do better with the 23 point buy. Those scores are a 22 and five of them are odds.
