Ran out of time tonight, the character is really only lacking magic items. I will have him up ten minutes after I get back from debate tomorrow. (I will spend that time to determine the magic items). Sorry for the delay but rl calls.

By the wording to me it says for every 350gp you can buy one Pot and get 300 gold.

masternate is correct.

So, if the package is 300gp, you could take one PoH and 250gp (thus, the PoH is 50gp).

If the package is 400gp, you could take 2 PoH's (or just one), and the remainder in gold (so 2 PoH + 300gp, or 1 PoH + 350gp).
