Game World Setting that I am working on. Feel free to leave comments or questions below, it may help me develop the world

Erde is what the natives call the plane, with 3 large continents, a small continent/large island, and the blasted lands having been explored and mapped, Stories of other lands across the western sea exist but you have never talked to anyone from there, or even anyone who believably claims to have talked to anyone from there.

Application Rules:

I am the DM, I reserve the right to do as I see fit with your characters. That being said, if I plan on doing anything particularly malicious, I will try to contact you out of game (PM, OOC thread, something) and let you know what's going on. This is supposed to be fun for everyone involved, and if your character gets trapped inside a mosquito's body for a long period of time... I can understand that wouldn't be fun. If there is anywhere you would like the game to go, please post it in the OOC or PM if you are uncomfortable asking in front of people. I have a plot thread semi-prepared (I have the main concept and 2 sub plots worked out... one of which is the opening hook below), but it's a big world and if you want to explore elsewhere it's your game.

Secret EVERYTHING but your appearance and what you would like to be called. If there are any joint applications, the players can decide how much they know but there will be in game introductions, and everyone should be on even footing. After that reveal what you would like (up to and including character sheet data if you so desire).

About the campaign: Initial hook is a darkness falling over one of the kingdoms (haven't come up with the world map yet so it is nameless right now). The people of some as yet unnamed large city noticed that their government was changing almost overnight. The mayor was assassinated and even the best diviners in the city are without any leads. The new mayor has replaced the tax collectors and the constabulary. While this is not unusual, many citizens are unhappy and leaving for other places.

ECL: 13 (Not firm on this yet, somewhere between 11 and 15 inclusive)
Sources Allowed: No Psionic. No Tome of Battle. Limited Tome of Magic. Keep in mind that as a general rule I try to use sources that the players use. Meaning if someone uses FR material, I am (more) likely to use FR material to try killing entertaining you, same for Ebberon or any of the enviromental books (Sandstorm, Frostburn, etc...). Also note that I may use them anyway, introducing them just changes the chances of them showing up.
Races: Level mod +2 or less (That is HD + LA < 3). I can be flexible on this, but I don't want to deal with someone who has tonnes more racial abilities than class abilities. I personally find it distracting. Again, if you have your heart set on a different race, comment below or send me a PM, you can always apply with it but the chances of being accepted decrease exponentially with each level it takes (without prior permission).
Stats: 32 point buy. I don't want to have the party be unbalanced because of poor rolling, and I don't want drama of "but you gave him an 16 and my highest stat is a 15" or whatever.

Backstory: If I particularly like your backstory, there will be benefits. Benefits may be letting you have that masterwork non-magical dagger that has been in your family for generations... for free (at this level the cost is unlikely to matter anyway, but free is good). If you really blow me over, better benefits can be handed out... but I am not a generous person.

Posting Rate: (3-4)/week. I would much prefer a faster posting rate (1/GYGAXGYGAXGYGAX) but the real world always has something happening and with 3-4 players, plus the DM someone is always going to be having a problem. If you are holding back the group, I will NPC you as I see fit (I try not to be unreasonable, but this is kind of a difficult decision to quantify).

House Rules: (These apply to both good guys and bad guys)

PvP: I do not intend this to be a PvP game. That said: I will not stop it. If your feelings get hurt... you were warned. If I feel you were just being a jerk to show off how amazing you are at power gaming bad things will happen.

Diplomacy: I will not be using the regular rules. Short version is "NPC's are treated similar to PC's, no diplomacy - roleplay all of it" Long version is "If you want to roll a diplomacy check when you RP with NPCs, I will consider it as part of your interaction. The how much the roll influences the NPC is inversely proportional to the importance of the NPC." This means if you want to talk your way out of the boss fight, you actually have to role play it.
NO USING DIPLOMACY ON PCs! This is final!

Intimdate: I put no restrictions on the uses for this, but keep in mind that I also will not coddle any of the players, if you Intimidate someone and they decide to kill you in your sleep when it wears off... you are dead.

Criticals: I do critical hits as follows.

If you roll a natural 20 on any attack roll, it is automatically a hit and critical threat. If you roll a 19 and don't hit the AC, I don't care if it's a critical threat or not, it fails. Critical Damage will be rolled, not multiplied. If you Roll a natural 20 on confirmation, add one more die to the damage and roll again. If you roll a third natural 20, bad guy dies (it does happen occasionally).

Natural 20 on a save roll (Fortitude/Reflex/Save), is an automatic success.

Natural 20 on skill checks are not automatic successes. You get what you get.

Natural 1's follow the same pattern. only bad (will fill in more later)

For your own reasons which I would like to see in your background, you entered a tournament hosted by the city of Razom on the border of the wasteland. The rules of the tournament are simple, two people are transported into the arena and one person leaves. Mechanically this means that I am accepting 8 players, only 4 will be playing after the introduction.

Many city states hold competitions like this or similar to it, so know that you are likely to find a dangerous environment waiting for you, and an opponent who wants nothing more than to use you as a stepping stone to fame and glory. This tournament is somewhat special, being commissioned by one of the more powerful city/states, when the flyers spoke of a valuable unnamed reward to the top 4 contestants people are inclined to take it at face value.
