Awesome. A Monk carrying around a brown paper bag with a bottle of moonshine in it is just too awesome to ignore.

Seeing as paper is in the PHB, I'd say the equivalent of a paper bag is a paper bag. Although yes, Embryo is probably right - a cloth bag is more likely.

I was trying to think back to old westerns before they had paper bags..

It's true - why would he need to hide the fact that he's drinking? Especially out away from a city?

Does Waterdeep have open container laws?

Considering Waterdeep is along an ocean, technically, alcohol would be safer to drink than water, so I wouldn't imagine so. I'd say it is likely widely accepted people drink alcohol...

Although, purify water is a first level spell, and create water is a 0th. As such, perfectly safe, clean water should be relatively readily available - unlike comparable time line earth.

Well, it would explain why I think mageocracies would be in place in every single area that is not governed by theocracies in D&D, since both have simply SO much power, as much as the real world and the ability to readily perform miracles on top of it, that no ruling class would exist that wasn't in some way magical.

Well, a ruling class that could convince magicians to serve them, or similar - or a ruling class with no magic, but inherited their positions from magical ancestors... there are lots of opportunities for that sort of thing, but I agree - there's no reason those sorts of places wouldn't be the rule rather than the exception.
