Actually I take it all back Darth. You can do lower level PC classes, still at the cost of 50gp x level per month.
Everyone can, and when you do keep your district income in mind, you will want to grow your district, unless you plan a complete military takeover of Tylanis. Sorry to flip flop on the issue, I changed the way I was looking at it. I did one of the wealthy districts first :P I am working on a more humble district now and it makes more sense to allow the PC classes.

Question: Can we have people that have both NPC levels and PC levels? Like a 3rd level warrior/1st level fighter? Pay normal cost for each level, in this case, assuming enlisted, 2gp a month for the warrior levels and 50gp a month for the fighter levels?

I understand where you are coming from for that one Yuul, but for the sake of mechanics lets leave the two separate. I know it makes sense in other fantasy setting, but we will have to just say it doesn't happen in this one. You begin in a PC class because you have the right stuff at that time, or you remain just a typical NPC until... you die...

Is there a strait between Districts 1 and 3? In other words, could a boat from the northern edge of District 4 reach the ocean?
