5th Edition D&D: Armor & Archery
I know that heavy armor does not allow any DEX Mod bonus to AC, but it does not qualify it as a "Max Dex Bonus" like 3.5 did in terms of applying this bonus to other rolls, such as ranged weapons and Sleight of Hand (only disadvantage on Stealth). |

Actually, I think this is more a Game Rules question than a Gaming Advice concern.
Back to the Question: Yes, Dexterity should apply to attacks. Actually, Dexterity would only be ignored for Armor Class while wearing Heavy Armor, and this is only because it was specifically mentioned. This means you apply Dexterity normally to other rolls, such as attacks, saves, and skill checks. A character with a negative Dex modifier and wearing heavy armour will have a very bad day with Stealth (applying disadvantage and the negative Dex mod to the check). |
