There's a review on rpg.net.

It's a very good system for Magic, that fits the sort of Magic found in most literature regarding urban fantasy and while it's not a Vancian system, it's d20 based, and thus very mixes very well with d20 Modern. The only thing would be to call the MCWoD Mage class what d20Modern terms as an "advanced class" and simply use the prerequisites of the existing Mage advanced class, with everything else about the class being derived from MCWoD. You can throw out the fluff texts and all that if you like, but the mechanics are solid and versatile, and allow for a good deal of diversification between magic-users.

The book's Setting and stuff are cool, but when I used the MCWoD system to run a one-shot game, I threw out the setting, and it worked fine. Sure, it took time for the mages to actually cast their spells which slowed the game somewhat, but that problems moot in a pbp environment.

I'm sure there are multiple ways a sufficiently motivated individual could access an RPG book that's been out for a few years for free...

Unfortunately, I can't actually advocate any way of doing so. That would be, er, illegal. And unethical. Soooo... Hope you're good at google-fu because I can't help with that by telling you how to access it for free.

I was taking talking about the Letter "I", which is pronounced similarly to "Eye". Imagine, Intend, Invoke and all that. Post in a little bit after Dr Who.
