They are at zero HP or even lower. They were willfully and purposefully destroyed not only to make them unusable but to hide evidence as well (though only Kit suspects/knows that).
It was destroyed enough that divination type spells will fail if attempted on it...or would have. It is obvious that the only "usable" scraps are attached to the ratfolk's construct, and even those look like they are about to collapse.

Ok, magic would similarly take long enough that it probably wouldn't be worth it. Mending would take hours to fix one.

If your options are Mending or Make Whole, then I think there's an even bigger issue than time. Mending can only target "one object of up to 1 lb./level," and wagons easily weigh a couple hundred lbs. Make whole is a little better since it can target "one object of up to 10 cu. ft./level," but a light wagon is listed as 10ft x 10ft x 5ft, which ends up being 500 cu, ft.

Starting next weekend, I have a friend and she is coming to visit for a couple of weeks. I have a week of vacation that I'm taking and we will be doing touristy things for two weeks while she is here in Texas. I'll be in and out but not sure how much time I'll have for posting.

@rhaiber: Good catch, I either forgot those had size limits, or maybe in previous editions they didn't used to have size limits. Regardless, we could still repair them I think, we'd just have to do it differently. Rather than repairing the wagon, we'd have to do each individual board, then the individual pieces of the wagons and put them back together(which would be more time consuming).
