It seems like the squads would be licensed or registered to prove that they are who they say they are when they're sent in after immortals. Well, let's just say there's no license for most weapons, but some are illegal in certain areas. For instance, Lectani law declares Shredder airships illegal, but a lot of other areas don't. Some forms of "heavy artillery" as you call it (mounted weapons and handhelds that have no purpose in self-defense) are similarly illegal in certain areas. In areas where the "cops" are well funded, though, there's not too much of this because the "cops" have more than enough tech to turn your square on the combat grid into a smoking crater if they need to.

Most characters' weaponry won't even get a second glance - pistols, shotguns, and most rifles are legal almost everywhere. Carbines are restricted to military personnel in some places, but this is not common.

As for Directorate papers, that's something I will cover when we get to that point, my prior answer was general for any campaign in this setting. Directorate documentation will be an issue in the sole Prologue scene which will be interactive, and I'll make sure it's covered by then if not before. Let's just say that it won't be something you will have too much trouble with - the Directorate has a convenient way of handling this.

Soon as I get some spare time I'll put a post or two up about this in the "Tourists' Guide" so it's there for everyone to see.

Are we really still stuck at four players? Most distressing, folks, most distressing. I have three great character concepts I really want to elaborate on, but I've taken them as far as I care to without selecting one, and I can't pick one until we have two more players and start discussing who gets what. Aeternis, can we start talking characters and just stick it to whomever you find to play with us? (I'd say that was a rhetorical question, but I'm bored. The only active game I play in is on hold while we wait for someone, and the game I DM seems to be missing someone, too.)
