That works.
And I'll give some pointers on how to use the codes. For example, this is what I use in a PF Game I'm in: But for our game it doesn't need to be that complete.

Asked the question in two groups in Discord About Levitate in the water they said it would work although adding that I would not have control over my speed it would move at one speed assuming there was nothing pulling/ pushing me in opposition
What say you DM?

I don't see why it would not work in water. The resistance of the water would seem to indicate that the speed is lower though, than 20 feet per round. Maybe 10 feet per round? And given the difference in density between air and water, that's probably too generous, but anyway.
So, three rounds down, three back up, maybe one more to move laterally (pushing off the wall), and a round to pick up whatever it is. Who's going to hold their breath that long? Maybe a WILL save to avoid a panic attack while down there?

Swim skill :
If you are underwater, either because you failed a Swim check or because you are swimming underwater intentionally, you must hold your breath. You can hold your breath for a number of rounds equal to twice your Constitution score, but only if you do nothing other than take move actions or free actions.
