The Psionic Registry This is an organization that tracks and labels psionics. Because of their great power, and its unwieldy nature at that. The Registry office, Trains and more importantly tracks any and all psionics that live in Xan-Shi. Psionics are treated with two tattoo's once they enter the registry.
The first one is a mark placed on one of your arms. This one is so that mages can track you through scry spells. Since scrying is powerful magic, most psionics never face this problem. Scrying a psionics location is reserved for only the most serious of slights such as murder or leveling a building.
The second tattoo normally located at the base of the skull is a focal point for arcane energy. A highly trained mage need only touch the psionic and activate the mark. The mark instantly floods the brain with arcane magics, rendering the psionic inert essentially. They can still think and function (since the death penalty is frowned upon in the alliance) but they have little to no access to their psionic powers.
The Psionic registry is generally not liked by many for obvious reasons, however the registry has never condemned psionics or tried to make them feel unwelcome. They simply do this act as a "precaution." most citizens don't quite understand psionics as a whole and are even slightly afraid of them. If someone sees a tattoo marking them as a psionic they feel a little more anxious but also a little relaxed knowing that should anything happen, the psionic will not be an issue for long.
The Mages Tower The Black Tower serves as the chief learning center of magic of every kind. While Serenity may have the larger library, it is so distant from the rest of the Great Allaience that most parents just send their magically touched children to the Black Tower.
The tower is warm and welcoming offering a little of something to everyone, Sorcerers are allowed to explore their full potential, Wizards have an extensive library to choose from, Alchemists can find a complete laboratory in which they can concoct their various experiments.The Mages tower is a non-profit organization, they rely on the Council and private donations to keep themselves afloat so that students and their parent not have to cover the cost.
The Arch mage and a few others work in close proximity with the Psionic Registry, while this partnership has its obvious benefits the two organizations don't always see eye to eye. Debate between the leaders of the two groups can escalate quickly but it is rarely violent. The main reason is that the registry relies heavily on the Mage's tower in order to keep up with the marking of Psionics as well as tracking them down should they go rogue. In return The Mage's tower is the head of the Council of the Unknown. Their voice carries the most weight and breaks any tie votes that may occur.
The Oracle of Vexran The Oracle of Vexran is the highest religious figure in the land, since Vexran was the first god. The one that created all the others, his clerics are often looked up to. A cleric of Vexran is a rare sight to say the least. The actual organization devoted to Vexran totals less then 100 people in the entire world. The reason is that Vexran has been in the void for over a 1000 years and his divine influence is waning. The Oracle of Vexran is the only one known to exist, and she serves on the Council of the unknown to deal with issues that may arise in the outer-planes or with the gods themselves.
The Oracle of Vexran is protected at all time by a contingent of 10 Ashton Paladins, these men are fearsome foes and will protect the oracle above all else, should the oracle die before one from the next generation is found, then Ashton will go to war with the alliance. Seeing as how the Alliance is still recovering, the council takes this threat seriously and on top of the 10 body guards that surround the Oracle, there is an entire battalion of Veteran soldiers less then 10 minutes away from the Temple of Beginning (home to the Oracle)
The Outcasts The outcasts aren't really outcasts at all, they are a loose organization of Druids, Bards, Witches, Psions and other wielders of magic. Their primary purpose is two fold
1) Ensure that those born on the borders of the great alliance have at least some access to magic as its needed. Because of the large distances between communities the outcasts normally accept an apprentice or two should they come across the rare Psionic or sorcerer far from Xan-Shi. The Registry generally distastes seeing an unregistered Psionic, fearing their powers, and that they are unsupervised.
2) Ensure that the Registry, the Mage's tower and the Oracle of Vexran don't go to far when it comes to individual freedoms of those they supervise. The Outcasts normally act as the moral compass when it comes to liberties of unregistered Psionics and mages outside the tower. Their leader has vowed to uphold the rights of those that are "out-cast"
