Going with school girl looks so here is the background story.

Liliana Vess is in a advance education High School, uniform is required. Liliana Vess doesn't care too much for fashion so she just wears her school uniform for simplicity, making her a little bit socially awkward. Liliana Has black straight hair and red eyes, her uniform consists of a black dress with a white collar over a red sash. Liliana lives at the school as to avoid distraction from her studies at school.

Why is a 22 year old in High School? Who would allow her to live at School? If a uniform is required, why would that make her seem awkward?

she is 22? hmmm so she is that was there before I made the background story I will have to change that oops.
the school? if this is not plausible for a school to have students living with in their quarters (for example Hogwarts) I am sorry and will change that. because unlike her fellow classmates she wears her uniform everywhere. where her fellow students make snide comments on the uniform she will wear it to the supermarket. where her students complain about not wanting to wear what they want to she will have only this uniform in her closet, plus I put socially awkward on the character sheet just trying to add it in to the background.
and with your initial reply to the background story is this not good shall I redo it?

You can use what you have as a start for sure but it needs a bit more depth. If she IS 22, then she could be at University and live in the dorm and that would be fine. Her wearing a school uniform everywhere is also fine, just make that clear to the readers. Expand on her social awkwardness; does she avoid people, eye contact? What about when someone talks to her?

The background needs to bring the character to life.

Liliana Vess is attending the university of Arrietty, of which Uniform is required. Liliana Vess doesn't care too much for fashion so she just where's it everywhere a few find it strange but not enough people care to say anything. Liliana Vess is also Socially Awkward with her red eyes she finds it funny to just stare into someone's eyes with them. Of which the students being stared at find creepy especially when she laughs and her laughs a high pitch girly voice like the ones they hear in a horror movie. Liliana Vess's roommate is a study fanatic which helps Liliana Vess because Liliana hates being distracted from her studies. Liliana had black hair and red eyes and her uniform consists of a black dress with a whit color that covers a red sash.
