The Nine
The Nine, while wielding less influence than the Three, cling to it with all the more fervor, and exert it with great gusto. Consensus building requires many temporary alliances, occasional spectacular betrayals, and sometimes even replacement of peers.
Dunn Palovar Who: Chief Fleshforger of Ecanus
What: represents the city of Ecanus
How: Dunn Palovar attends proceedings via a somewhat disturbing flesh golem, his actual body busy with affairs in Ecanus. Ecanus is home to the Fleshforges, and most of Nex's military. The strategic and economic importance of the city give Palovar significant influence in the national eye, and Palovar uses it freely. In his eyes, Ecanus is the one last bastion of hope, and must be tended well lest Geb overrun the nation.
Borume Who: Master Alchemist of Oenopion
What: represents the city of Oenopion
How: Borume attends proceedings via automaton, since managing affairs in Oenopion requires his presence at home. Like Palovar, his city's economic importance gives him political capital beyond the weight of his vote. Unlike Palovar, he uses this influence judiciously.
Master Phade Who: an invisible stalker
What: Phade is rumored to be Nex's Master of Assassins, which probably means that either the Opportunist's Society or Scirocco is his organization. Probably.
How: Phade's aims are not clear. He tends to vote issue by issue, often as a swing vote.
Gen Hendrikan Who: Chief Riddler of the Scrivenbough
What: Hendrikan is the head of Quantium's cult of Abraxas. The Scrivenbough, a sprawling complex of dark secrets, is the city's temple.
How: In Nex, all knowledge is welcome, which gives the Abraxians uncommon succor. Hendrikan will defend that sanctuary at all costs. Other goals are less obvious, but seem generally oriented toward enhancing the nation's status as an arcane superpower, and keeping laws and law enforcement lax.
Elemion Who: Third of the Manymen
What: Elemion is a tripartate creature who represents the largest roving tribe of wasteland mutants.
How: Elemion's reputation for wisdom and compassion has been earned through many difficult negotiations; their natural charisma is also notable in its ability to overcome their profoundly alien appearance. Elemion looks approximately like a miniature elephant with two birdlike passengers. Their aims seem straightforward -- enhanced rights for the mutants, diplomatic recognition of the tribes, etcetera.
Jasmin Kotokkos Who: Chief Sage of the Tower
What: represents the Church of Nethys in Nex
How: Kotokkos uses her position as much to increase her personal capital as to further the aims of Nethys. She trades freely in secrets and knowledge, and in particular colludes with Gen Hendrikan whenever opportunity presents.
Alissa Montague Who: High Priestess of Death
What: represents the Pharasmin religion in Nex
How: A strident opponent of Geb's influence in Nex's affairs, Montague often finds herself allied with the Arclords.
Giancarlo Dupree Who: Westgate Delegate
What: Represents the interests of the Merchant's Alliance.
How: What's good for trade is good for Nex. That's Dupree's guiding principle, and he hews fairly close to it. Only occasionally does his other guiding principle, "What's good for Giancarlo is good for Nex," come into play. Maybe slightly more often than occasionally.
Desdemona Salt Who: Harbor Delegate
What: Represents the interests of the Merchant's Alliance.
How: Salt started her life as a sailor, acquired a ship, and now owns a thriving import-export operation. She has a reputation as a sharp negotiator, and while she is new to politics, she has earned a wary respect. If she can learn to rule as well as she has learned to trade, she will go far.
