Interested, here.

You've mentioned that it's not impossible to play an "alien" type character but how common are non-human characters in the story? Do people freak out when they see non-humans or is it like Dragon Ball where you see all kinds of humanoids in public and it's just taken in stride?

As the bear lady, I imagine the major accidents have been on the news already, a bunch of rumors have been going around along with conspiracy theories, most government agencies are looking into it, and most people are still trying to get on with their lives with an occasional scream.

a "Source" descriptor isn't really necessary. Descriptors are more like 'Fire' or 'Holy' rather than the actual source your powers come from. They describe the effect more than the origin. All powers can be assumed to have a "mutant" descriptor by default, should that ever be relevant.

I think the plan at this point is to start most of you out separately, and then rope you into dealing with a similar threat at the same time. If that doesn't end up working out, I'm going to borrow a tactic from a real life game that seemed to work pretty well, and have you all get 'recruited' by someone mysterious.

I'd say obviously transformed or inhuman people are a rarity, but not entirely unheard of. There's a few people with pointy ears, animal features, rocky skin, etc, that are very obviously not entirely human -- if at all -- anymore. They'd probably get weird looks if seen on the street, and depending on just how severe the changes were might be looked at with a certain degree of fear and concern.

You could, technically speaking, drop all of your base stats to -5, and then add 5 to each of your enhanced ability powers, giving you the ability to drop ability scores into the negatives -- but this means if your powers are ever nullified, you are suddenly extremely weak and vulnerable with a -5 in every ability score. Basically, this is Adaptable Superman, with an extreme allergy to kryptonite.

You're correct, if you want a weapon that can change shape to become a sling/stick/sword/axe/gun/whatever, you'd make it a device, and turn that device into an array. Melee attacks made with the weapon would deal damage equal to your strength ability + the damage rank of the melee weapon. The same would apply if you made it ranged and still wanted it to be strength based. It just adds the damage from the weapon to your strength score, up to the PL limits of the game. You don't have to pay for strength twice.
