No, I have the book. It just deosn't list it. I think it was before they started listed LA for anything with a create your own. It just lists the challenge rating adjustment.

Do I just use the racial hit dice of the creature? Then add a template based on stats? If so, how would I go about doing this?

Since it isn't listed in the book, that would be a House Rule request - you should post your question there, to allow those who are experienced with creating or interpreting custom racial templates to work on it.

If it doesn't list it, it's 3.0 material and thus generally incompatible with 3.5.

It may be in the Savage Species book? I know there's huge tables with all sorts of stats for were-creatures in there. If it's not spelled out there, there's guidelines for determining LA in there somewhere too.

Lycanthrope adjustments are 3 + animal HD (werebear=+9, wererat=+4, werewolf=+5)

Only for natural lycanthropes. Afflicted are 2+ animal HD.

Correct. The differences are:

Afflicted(+2): DR 5/silver, involuntary change during full moon, must make Control Shape checks to change (hyrbrid anytime, to human, and any voluntary to animal).

Natural(+3): DR 10/silver, full control over shape

How do taking actions work on a mount? Specifically, can you take full round (or 1 round) actions on a horse while it's moving?

Mounted combat rules

If you're talking about the "full attack" full round action, no you can't make a full attack if your mount makes more than a 5ft step.

Specifically casting the Summon Monster line of spells (casting time 1 round) on a running horse. That answers my question though. Thanks!

Basic Flurry of blows grants you 1 extra attack in a full attack action, with all attacks that round, including AoOs, suffering a -2 penalty. As you advance in the Monk class that improves to eventually be 2 extra attacks with no penalty at 11th level. BAB has no effect on how Flurry works, but your monk level determines what the penalty will be. It's pretty clearly described in the Monk class write up.

Being primarily a wizard, I'm fond of levitating large objects above kobolds and watching them run around aimlessly under the effects of a concussion.

My question: Is there any official listing for damage and attack rolls for genaric strikes versus poundage or material type?

Flurry of Blows: as TChuck said, but in Pathfinder it is actually virtual Two Weapon Fighting with a specialized BAB.

Dropping:No in any WotC or Paizo books. I think I saw something in a 3rd party book but I couldn't quote the page or book.
Levitate only goes up and down...why wouldn't the kobolds just move out from under it?
They are the same intelligence as humans.
