Is there a set time for GM posts? Just want to make sure I know ahead of time if we could see a post at 11pm one day, then another at 1am the next.

I might have missed it but when you say we can post once per day, is that within a 24 hour period?
or if I post on my monday at 11pm when it rolls over to tuesday at 1am I can post again? or after our post we have to wait for a GM post before we can post again? some other scenario? Once per GM post. Please wait for your (and the other players') previous actions to be resolved before posting again.

What is the best way for players to handle strategic conversations during 'cut scenes' and travel? Waiting for the 1 post per day official thread could prevent vital information exchange from happening since tactics are most often time-sensitive. The cut scenes and travel will occur only between the weekly scenarios. I would suggest using a fieldset and including an introduction into your first post to explain that.
As far as tactical exchanges during the round based exchanges we are currently in, everything needs to be done in post.

Placement of the cutscenes is fine. The most important one is when we very first meet to discuss respective abilities and general strategies. Since posting order is going to matter, knowing who can and will provide buffs, and who can perform "clean-up", is extremely relevant for team-play. An introduction in a post doesn't allow for the (1)Share, (2)Adapt, (3)Confirm feedback that could take place within minutes of game travel time, but days of play time, due to its conversational nature. (Secreted text being a prime example.) A short, practical conversation could take half of an entire challenge if done on a 1 post per day rate, which undermines its value: One solution would be for the players to read each other's character sheets and assume they are already familiar with one another. Another solution would be for creating a "Cut Scene" thread where players could have secreted conversations that aren't necessarily judged. These conversations could be incorporated as context into gameplay and be restricted to non-challenge specific knowledge. The PC's won't necessarily know each other. It can be assumed you've met the people at the first gate, but it could be a different group of people at your next objective (with the round robin style of play, some players will fall out). All of the PC's have access to the applications -- if it was not included on that, I would not assume that the information would be shared. Either way, I'm fine with the decision, so long as it's explicit and consistent. Round One was always going to be a collaborative learning experience, so we'll just bring what we learn into Round Two and overcome together.
