In the DMG, chapter 7 (Treasure), there is a subsection titled "Identifying Magical Items."
It states in there that just by touching/holding something that is magical a PC would feel that it is somehow different from mundane items. From there it tends to branch and leave how one goes about discerning properties up to the DM. Either they can use it and gradually learn the features, take a quick taste-test for potions, focus on it during a (short) rest, or use the identify spell. Or if a DM wants to be a bit tougher on the PCs, only allow learning what an item does through the Identify spell. That being said, I have seen it be very common for players new and old to ask to make a check of some sort when faced with a magical item. Hoping that their character would somehow know exactly what the item is and does upon initial glance. Most of the time I just inform the PCs that they know it is magical and might hint at the rarity level based on latent magical power within. If one wants to allow PCs to identify magical items with a check, then I can honestly see Artificer's Lore being quite a boon. One could even tie some background lore into why they are so well at guessing what magical items are and do.
