The darkest jewel of the Indon-Eberian coast, the City-state of Indo-wen, with its seven brilliant Sea Lamps shining onto the dark gulf, a destination of tens of thousands of ships from all ports of call, and warehouse of the world awaits those brave and savvy, both great or small, those faithful in the light, evildoers of the worst ilk, those possessed of mystical powers, and those just trying to survive a cruel existence to lay heel to all her grand paved walks, her glimmering palaces, and grand gold gilded fountains.
All sage advisors that have ever been agree, there has never been a light as bright as Indo-wen shines now and there have never been shadows darker than those that lie at her belly. Indo-wen, greatest in all things, those in the light and those dark, festers under her weight. Her seams stretch with the masses but never have they given up the burden and burst.

During that same month the Grand Consul was assassinated. The power vacuum was filled by his subordinate councilors and civil strife raged, nearly destroying the splendor that Gaou was so fond of thinking he had been the sole founder. The bureaucracy fell away through much bloodletting leaving the strongest seven Consuls to re-establish rule and order. In truth only three rule with the other four following behind fearful that rival factions will rise to take their places. Alliance on top of alliance, weak relainces, holds the tenuous peace and a decade has done little to ease distrust.
Like vines choking out old growth, a great city sprang from the jungle with the discovery of the Firespice (pepper) and valuable gemstones. Brave souls of all persuasions flocked to the shores of the Indo-Eberian coast. At Indo-wen’s founding, each expected to find the riches of paradise but many found themselves in the cook-pots of the numerous Gnoll tribes abounding in the jungles of the region.
Great were the forces that brought the Firespice to the world market, so great in fact that the majority of the city and its great wall were completed in less than 15 years. The fabled grandeur of this dark jewel has only recently begun to fade after only 150 years. Many are those that wish to see Indo-wen gasp in death so they may gorge on her carcass. Her governors work in opposing efforts to keep her aloft among the greatest empires of the realms. Will Indowen be greater still or will she fade to ruin as the jungle retakes its former ground?


Synopsis:
The city-state of Indo-wen is set in a tropical jungle and is beset on all sides by gnoll and ogre hordes inland and enemy states at sea. The recent struggles have placed Indo-wen in a precarious position in respects to its trade partners. Also the humanoids and beasts that control the majority of the coast have been more of a re-current nuisance. The strife, mainly the result of poor governing, has provoked the complete destruction of Indo-wen’s gem mines, diminished Firespice production, numerous raids by hostile gnoll tribes, and potential invasion by nearby neighboring kingdoms.
This will be a homebrew campaign using only the core 3.5 books, races, and classes. Starting level will be 4th and 32-point buy system is the accepted mode for character creation with start-up gold at 5000 gp. Prestige classes and classes addressed in other books can be added later after the game has run for a while. This will be a high role-play, medium-hack-n-slash, and medium dungeon crawl campaign. In short, a conglomeration of multiple play styles will be employed. There will be areas devoted solely to role-play where all members will be welcome to participate by adopting npc roles, as well as 4 PC governors trying to assert their power over the region, and a party of 4-6 up and coming heroes/villains trying to make their way. Back-stories should revolve around being a natural resident or a new immigrant of Indowen. Players shouldn’t get attached to a class choice because 4 lucky people get to take roles as Consuls of lesser power with all the trappings and problems of the aristocracy. All spots will be determined via application posted in the Ads forum (soon but not immediately). As I see it this campaign can progress in several directions at once and to an entertaining end for all involved.
On a side note, I am able to post several times daily and will expect that players applying to this game to commit to a minimum of 1 post daily. Experience points will be determined by RP quality, encounter completion, post quality, and in-game post count. Although awarding xp is mainly a subjective process, meeting all of these criteria will mean steady advancement.

The three npcs I'm introducing are the major political figures of Indo-wen. Everything written here about them is common knowledge easily picked up within minutes of arriving at the docks. The other 4 Consuls, lesser in power, will have to find creative ways to influence the future of Indo-wen. For the party of hearty adventurers and others that have stakes in this game, I'll post a few more platters of hors d'oeuvres later.

Much could be said of the governors of Indowen and least spoken of would be cooperation and efficiency. The rivalry among the three more powerful could be recounted for as long as the decades that their families have been in position to rule and more so among those of lesser power and means.

Consul Baron Donto Redill is the governing force behind all matters military in regards to foreign threats. His devious and ruthless cunning is counted among the most evil dealings on and off the battlefield. Many citizens put insistent faith in the belief that Redill is actually one of the undead. Though, the sight of him may well prove him as such, he is in no way endowed of undead nature. His skeletal gaunt features, dark sunken eyes, and liver spotted balding pate make a convincing case, nevertheless.

Consul Harbormaster Garth Eldermont, neither sailor nor a true harbormaster, is the most prominent merchant in all of Indowen and in fact is head of the merchant’s society. His responsibilities are in the area of trade and commerce for good reasons and many that are not so good. A very unscrupulous man, Eldermont has placed avarice at such new heights for those who seek it that they shall only be able to buy their wings from him to get them there. Pay well they will, for it will be Eldermont selling them the feathers of river rats, glue made from squid slim, and cheap treasure maps leading them to horrible dooms.

Consul High Priestess Ambera Asensubu has gained the populace-at-large’s devotion. Some claim that her ancestors were once the noble rulers of the native people to the Indo-Eberian coast. Her darkened skin, a common sight among the denizens of Indo-wen, speaks to her strong connection with the people she has sworn to rule and protect. Asensubu is “The Law” in Indowen. She is tasked with maintaining order within the walls and surrounding territory. As a tiger hidden in the tangle of growth that is the jungle, Asensubu’s Tigrean Corp. pounces, pronouncing judgment on the guilty and innocent alike. Courts are apart of the establishment but only in rare cases do they play part in Asensubu’s plans. Justice rules in Indowen and her name is Asensubu.

Asensubu is ever looking to lay criminal charges at the feet of both Redill and Eldermont but proof of wrong-doing is ever elusive. Often, they deftly maneuver some witless soul into making final prayers for mercies under the law, prayers that are rightfully theirs to make, before justice is done. Redill, Eldermont, and Dashin make the strongest political alliance against Asensubu but other Consuls can often be found taking her part or in outright support of her policies.

News travels fast in Indo-wen as does rumor and lies. The tale of almost any event can spread through the entire city within less than a half-day. At present the word on the lips of the citizenry of Indo-wen are:
  • Five wounded and starved miners returned to the city today with a story of massacre. Hostile Gnolls attacked at dusk a fortnight past killing 54 miners and taking the mining complex for their own. One of the five miners died shortly after arriving in the city. The mines are lost and the question on everyone's minds is what are the Consuls going to do?
  • The privateer Jasmine's Bell has returened to port with a large heavily ladened caravel. The cargo is rumored to be golden ingots and bundles of dyed silk.
  • The Consuls have been called to chambers for an emergent political situtation. Some say it is to deal with the Gnolls; others say it is to declare war with Arn.
  • A plot to assassinate Consul Asensubu was uncovered and thwarted with all 6 conspirators apprehended. The murderous scum are to be held accountable in public trials. Evidence is solid and there is an excited buzz that the guilty parties will be executed publicly on the same day.
  • An inventor has taken the sap of a local weed and made bouncing round toys that he gave away to children. His desperate efforts to sell the invention failed and sadly he took his own life because his entire life's savings were tied up in the making of crude looking pliable "Stuff". The toys are called "Energetic stones"

  • Six days past, the wind began to blow from the north. At first it was a soft pleasant offshore breeze, light with the smells of the open sea. On the fifth day the rain began to fall and has steadily become a torrential downpour. The wind increased with the deluge and there is no sign of it abating. Several ships have foundered in the harbor with waves cresting the stone quays in spray thrice as high as a man. Storms on this coast aren't unusual and this one is by far not the fiercest to make landfall in recent memory. The flooding and wind damages it is bringing will undoubtedly make the city a veritable mess. Cleaning it up will make work for those usually desitute and repairs will take months to complete. Now the wind howls under doors and around lintels. Roofs that never leaked have begun to rain steady droplets and dry cover is in short supply. The oppression this storm brings is only outweighed by the dread of the following days and the sickness that will surely follow.

In the jungle

As the city is lashed by winds and rain so is the interior of the coastal region of Indo-Eberian. It is, however, a different action that takes place during such storms. While the citizenry hide from ill weather, gnolls and their cousins use the natural cover afforded them only during such tropical storms. Now is the time when tribe rises against tribe, leaders are surplanted by or kill rivals within their own bands. Within the walls of Indo-wen people sit out the worst and the jungle has come alive with savagery and murder.

At the beginning of the opening of this vast region, the merchants massed men and material to lay claim to the natural harbor present at the mouth of the Indo-wen river, so named on maps scribed by the cartographers paid to place it there. The task of building a trading empire was not merely one of manpower and materials but also one of blood. The settlement was burned to the ground three times with nearly all the inhabitants lost. The nature of the tribes of gnolls populating the coast made the work of the laborers near to impossible.

In the ninth year after it's original establishment, A minor lord came with an army to defend the harbor while walls were built to encompass what is now a metropolis. The lord's name wasn't recorded and now Consul Redill lays claim to the heritage of Indo-wen's savior.

Consul Asensubu disputes these claims with those of her own. In her account, a once powerful civilization controlled everything for 1000 leagues. A devastating cataclysm wiped this power from the face of the planet and when humans again returned to this coast they found only the savage remnants of the people once populating the area. With the help of one of her ancesters, the lord accounted as savior was able to rout the humanoid tribes on every occasion ensuring the future that Indo-wen would soon have. It is also written in her family histories that the firespice was discovered by her people and that her anscestor was the true person responsible for establishing Indo-wen's future.

After 40 years of labor and successful trade, Indo-wen rivaled all trading states in the region. Her closest neighbor, the city-state of Arn, had become her biggest rival for control of the trade routes through the Eberian seas. Disputes over trade contracts and accusations of piracy led to the first wars that Indo-wen would face. Arn established "The Blockade of 1000 Ships" but the humanoids that had been the bane of Indo-wen in her infancy unwittingly came to rescue. Foraging parties from the blockade could not get supplies inland and Indo-wenese vessels on the open waters prevented Arnian re-supply ships from reaching the blockade. After only six months the grand blockade sailed for home leaving 300 ships to burn in the surf.

Some 12 years later a massive hurricane destoyed parts of the great wall and multitudes of buildings and people were lost. In the aftermath, Gnolls took advantage of the weakness but not in any great numbers. Indo-wen nearly perished. Storms are all too common on the coast but none to rival "the Great Turn".

War, gnolls, storms, and pestilence have all beaten at Indo-wen and lost. After 150 years the city faces its greatest challenge. Itself.

Tragic news

With the rise of the sun, all the devastation that blew in with the storm becomes apparent. The docks are ashambles, trees are stripped of their leaves and uprooted, small buildings near the shore have been obliterated, and hundreds are dead. Collapsed houses, falling walls, and flying debris account for the majority of the death toll. Flood waters claimed it victims as well.

One death in particular has the city by the ear. Consul Glim was found murdered at his manor. Savagely slashed across the throat and other places on his body, the Consul was found hanging with rope by the neck over his own front doors. The mutilations are similiar to incidents that have been occuring of late to common folk in the Copper Quarter. The word on everyone's lips is that no one not even the nobles are safe from this killer.

A new day dawns on Indo-wen proper. The criers have assembled to gather the news that will be broadcast to the citizens throughout the city. It is with many shocked gasps that they take in what they are told to report.
  • Consul Dashin and four others sought in connection with the murders of three of St. Cuthbert's priests and one unknown Indo-wen champion. Also the Consul is charged with an attempt of murder against a visiting dignitary and two other city champions.
  • A Drastani armada has been sighted in Indo-wen waters. 24 ships in total. Consul Donto Redill makes claims that this intrusion will not go unmet. He will dispatch all available warships to drive off the invading force.
  • The harbor is clear and shipping has resumed.
  • Healers will be circulating the city to mend all hurts caused by the storm
  • No leads in the murder of Consul Glim
  • A new Consul elect has been put forward for the vote. One Inwe asa Frenone is to be raised at the council's next meeting.
  • 300 citizens have gone missing since the storm began to pound on Indo-wen. It is presumed the storm took them
  • 125 sailors lost at sea, 20 ships sank in the storm
  • Consul Carmine has lead a party of scouts into the jungle to assess the gnoll threat to the city
  • A minor brawl was broken up by contingents of the Tigrean Guard
  • 25 murders took place before the sun rose, 112 confirmed births, 34 deaths
  • Drinking water is determined to be the cause of a spreading sickness

The city shakes. The earth moves. Glass rattles and buildings tremble. The quake lasts for mere moments and is followed by a loud crack of thunder. All hear and feel this event.

In the days and weeks following the storm, civil unrest had escalated to its highest peak since the open riots of the period following the death of the Grand Consul. Food shortages and rampant disease ravaged the poorer inhabitants of the city. Despite all that could be done by the more generous establishments, many died and many have gone missing. The missing is what has provoke open protests in the streets. The Grand Market has had a number of vendors attacked with there makeshift shops ransacked and destroyed. Even the vendors themselves have been murdered. In another instance, A patrol of civil guard was ambushed and slaughtered to the man by starved malcontents. The six man teams were ordered to patrol in double teams. Consul Asensubu ordered two corp of St. Cuthbert's Religious guard to make sweeps of the entire city, gathering up those suspected to be ringleaders in the civil unrest. Charges were unspecified but executions were stayed until the matter becomes resolved.

Wonders of Wonders, A fisherman was rowing out to his fishing grounds when his boat struck a rock where there had never been one before. By the fisherman's own story, he was out Northeast of Consul's point where he encountered the underwater obstacle. The impact jarred him fairly hard. Curious to know what he had hit, the brave man dove into the water. The water was murky but to his recollection, the rock turned out to be a spire of some ancient building. The man dove as deep as his lungs would allow and swears by the holy graces of Elosee that he found a lost temple submerged in the channel. Despite his own attempts to return to the site and offical attempts, the spire's existence has yet to be confirmed.

The news is by no means complete and given that I have it veiled in spoilers, it hasn't been truly announced. We're almost there.
