FlavourUrban crime fantasy in a tropical Greco-Roman inspired setting, with jungle and naval exploration thrown in and possibly going beyond the city borders at higher levels.
Plot SummaryJulianople. The crown jewel of a dead empire is up for grabs.

Two competing forces have clashed and divided the city in two. Now there is a very uneasy truce and no real ruler. Without anyone else to turn to, the people of the city fend for themselves. Gangs divide the city amongst each other, crime and corruption are rampant, and the law is utterly powerless to stop it. Religious divides, family ties, imperial machinations, all contribute to the continuing death of the city.

And you watch this all from your prison cell.

You've been arrested, and whether it be wrong or right that you have been, you know that your chances of surviving jail are slim. However, a fellow prisoner, a young aristocratic woman, says that her friends are helping her break her out of prison, but need your help. If the prison break is successful, then you will be out on the streets. Julianople is a dangerous place, but with danger comes opportunity. Will you take sides in the inevitable war? Will you form a gang and take control of the city? Will you restore Julianople to its former greatness, or make what money you can from its collapse?

More importantly, will you survive, or will you die?

A City Without Law takes place in the homebrew setting of Julianople, a city that has long fallen from grace and is now a lawless, orderless and seemingly hopeless place. To survive, you'll have to think fast, make friends and get rid of any enemies you make as you rise to the top. However you live, be it as a law-abiding citizen or criminal mastermind, you need to keep your eyes open at all times. You start off with nothing and get next to nothing right after, so you're going to have to play smart to win.

The campaign itself is overall plot-based, though the plot itself is not long-form and very fluid. Individual arcs split up by short side-missions, which contribute towards an overarching plot shaped by the actions and backstories of each of the characters. There is a heavy emphasis on roleplaying and combat, though there is the occasional dungeon to run through. While 2-3 posts per week is hoped for, I understand that schedules are awkward so this is more of a preference than a rule.

Stats: 4d6b3. DO NOT ROLL THESE YET; WAIT UNTIL YOUR CHARACTER IS ACCEPTED!

HP: Max HP at 1st, roll for every level afterward.

Gold: You start the game in prison with no equipment. After the prison break, you get 50gp worth of equipment, then 25gp + whatever you don't spend.

Alignment: No evil. It just causes problems. There is a note about the Lawful alignment in the setting details.

Class: All Core, Base, Alternate and Hybrid Classes are allowed. Willing to consider Path of War and Psionics.

Race: Core or Featured. Specific details about

Description: Either a picture or, if one is not available, a text description of your character's appearance.

Personality: This is a large factor into whether or not your character will be accepted. Try to make this at least three paragraphs long, just so I can get a decent grasp on who your character is. The more intriguing the character, the better.

Unique Goal: Put this in secret text. This is the reason your character is questing, and can be as elaborate or simple and cliche as possible. It can be searching for your parent's murderer, or looking for a cure to some disease, or anything else. An item connected to your goal is very handy, like a hairpin you found on your dead wife's body or a tome of an ancient wizard who must be laid to rest. Avoid just "my character is looking to make their fortune." If your character wants money or power, have a specific thing your character wants the money or power for, like the ransom for your family or you're looking to take back your rightful place as leader of a certain gang.

Reason for Arrest: Again, put this in secret text. This is the reason your character is in prison at the start of the campaign. It doesn't HAVE to be connected to your Unique Goal, though obviously you would be killing two birds with one stone if you did. Also include in here what

The City State of Julianople as a political entity is quite young, just over than a century old, but the city itself is far older. Built hundreds of years ago by Emperor Julius IV, Julianople eventually became the capital of the Ostambardi Empire, and would remain as such for over five hundred years. The Ostambardis were one of the greatest empires in the world, as well as the strongest and richest, but that attracted raiders searching for plunder, glory-hungry warlords looking to gain renown and corrupt politicians hoping to rise to the top. The death of the Ostambardis was long, slow and nigh complete. All that is left are the many city states, micro-kingdoms and fiefdoms that came from the resulting power vacuum, and The City State of Julianople is one of them. Two other empires control one half of the city, split down the middle by the river.

The climate of Julianople is highly tropical, with the city surrounded for miles around by jungles and swamps. To the north west, a mountain range provides the city's main industry of mining iron and precious metals. As a coastal city, Julianople also has considerable trading and fishing industries, though this also brings smugglers and runaway fugitives. There is also a considerable amount of plantations, with bananas, citrus fruits and rare spices being picked to feed the town and sell to their trading partners. The city itself is mostly ran by the crime syndicates and gangs, who subvert the control of the two empires on a regular basis. There isn't an institution that avoids association with the gangs; the city guard, the churches, the Merchant's Guild, even the courts rely on the support of their favoured gang. The gangs are highly territorial, constantly struggling for power, and this has bled into the spirit of even the law-abiding citizens, as few of them left as there are.
A Note on the Lawful AlignmentIn Julianople, there is no law. In fact, often those in charge of enforcing the law are the ones most likely to break it. So if you try to follow the letter of the law, you're probably not going to get far in Julianople. However, some classes have to be Lawful and, also, playing Lawful characters is weirdly fun, and I don't want to stomp on anyone's good times, so in this game, there's a cardinal rule;

Lawful does NOT equal law-abiding. It does, however, equal honour.

In the most basic meaning, if you're lawful in this game, you don't follow the actual laws, but you have a personal code of honour. You fight people one on one, you keep your promises, you don't fight dirty... basically, if you say something, generally you mean it. You'll rob, traffick and even murder for money, but you won't steal from someone if you've given your word that you won't screw them over.

Weird example, but I think of it in wrestling terms. Brock Lesnar is a heel, he is a violent sociopathic thug who breaks the law by beating people up whenever he wants to. But he's also honourable. He doesn't cheat, he doesn't attack people from behind, and if he says he's after you, he's after you. He'd be Lawful Evil. Eddie Guerrero, meanwhile, fights bullies for good reasons. But he'll cheat, he'll ambush people, he'll fight dirty to get an advantage. He'd be Chaotic Good.
Technology and Magic Generally, the technological level of Julianople is in the classical age, though with medieval melee weaponry. Gunpowder is incredibly rare, and has only just begun to make its way to Julianople. The houses of the wealthy are made of marble, while the poorest live in homes of lumber and dried cement. The clothes worn vary from person to person, but generally the extreme heat and humidity makes wearing loose clothing a must when its not winter.

Magic, on the other hand, is rare but well known. The University of Julianople is where most of the spellcasters in the city learnt their craft, though there are only a few. A wizard walking down a street will prompt gossip and will only happen every few weeks, but it's not a once-in-a-lifetime event.
The Superpowers of JulianopleThese are the political entities that run Julianople... as much as they can. In reality, they rely on support from the Merchant's Guild and the many, many gangs.

The Ukuresh Sultanate: The Ukuresh Sultanate are an old empire, almost as old as the city of Julianople itself. Primarily, the aristocracy is made up of dwarves, though this is by no means a hard and fast rule. The Ukuresh Sultanate are a long standing nation, a proud nation, and to them nothing is more important than tradition and family... unless it gets in the way of power, of course. They control the western side of the city.

The Mapunjit Empire: The younger of the two powers that control Julianople, the Mapunjit Empire is primarily an elven and gnomish power, though many other races can gain power within their courts. The Mapunjits have lived a long time, long enough to see the circle of follies that many other empires make, and believe that they can succeed were others failed. They are a republic, where skill in combat and trade grant power rather than family ties... in theory. They control the eastern city of the city.

The Black Jaguars: A quarter of the populace in Julianople are goblinoids or orcs, and they are tied heavily into the history of the city itself. As the war between the Ukuresh and the Manpunjit escalated, they found it useful to hire mercenaries to fight their wars. Soon, the mercenaries carved out their own piece of the city to live in, but it was the Black Jaguars who asserted themselves to keep order in Goblintown. They mostly hang out at the Dead Kobold Casino and officially they're a trading guild, but it's no secret that they're basically a mafia.

Blackrock: Blackrock is in the shadow of Mount Blackrock, and many of the people here work in the mines if they work at all.

Maritime District: The Maritime District is a place where one can become rich easily, with its connections to incoming sailors and traders, but can also be poor, with many a refugee coming into town.

Citadel: The last remnants of the long dead Ostambardi Empire, a walled off borough of splendour and decay. Satrap Cornelia, the appointed authority by the Ukuresh Sultanate, spends her days struggling to control the city from here.

Central City: Looking jealously to the nearby riches of the Citadel, Central City is defined by its bitter attitude towards the law and dog-eat-dog nature.

Dragon Road: One of the main roads into town is Dragon Road, and a few live in a mini-town just outside of the wall. In the jungle, but not out of the city.

Merchant's Corner: Almost every building in this area of town is a store or a shop of some kind. However, every action in this area is watched with great scrutiny by the Merchant's Guild, and they are not afraid to break the law to get what they want.

Outer City Jungle: Hidden away outside of the city walls, the Outer City Jungle tend to keep themselves to themselves and is good for the reclusive or secretive types. A cheap place to live and an easy place to die.

Goblintown: One of the most rundown areas of town, populated almost entirely by orcs, goblins and hobgoblins. Mostly, the Black Jaguar Gang run this area of town and act as peacekeepers, though they are blatently criminals.

Southside Bank: One of the wealthier and safer places in the city, with the holy Cathedral of Sophi looking out to sea. Patriarch Tibor deals with the runnings of the Church of Sophiism from here.

The Gutter: The largest and one of the scummiest ends of the city. The constabulary based in The Gutter is constantly busy with the constant crime. When the Hippodrome isn't hosting one of the popular gladitorial events or chariot races, it is the seat of "power" for Duke Alabastor of the Mapunjit Empire.
ReligionThere are three primary religious sects within the city of Julianople, though as a trading city, many foreigners bring their own religion to the city, and there cannot be said to be a truly dominant religion in the city.

Personality:

The cycle of life is a long pondered mystery, and Cardian is no different. Life and Death are equal parts of the same natural order, and natural order is to be followed. In many ways, one might say he is rather primal in his manners -- survival of the fittest, the weak dying for the strong, etc. He doesn't go out of his way to push any one side or another, but merely seeks to keep what he views as the balance of light and dark. The dance of the fire and the shadows that constantly sustains who he is, what he is. Because truth be told, he doesn't really know what he is at all. Cardian is deeply and indelibly bonded to his Eidolon above all else, yet is heavily torn about this relationship. On the one side he is proud of what he views as the chosen endowment by the God of Destruction -- The Scorpion -- but on the other side he is ashamed of the more beastial urges he often gives in to. This strange mix of pride and shame have shaped him for his whole life, and formed him into the almost bipolar person he is today...part fire, part shadow.

The Fire: As he would describe himself, "The Fire" constitutes emotions -- the extreme intensity of them. There is nothing moderate or mild about this side of his personality -- if he loves, it is with a burning passion; if he hates, it is with a virulent forcefulness; if he is happy, it is the heights of euphoria; etc. This is the side that is the life of a tavern and the thrill of a night on the town. This is the side that rages against anyone who threatens him with lethal speed. In many ways, this is him when he has let his guard down and relaxed in the company of others. He will just as soon stand up for someone oppressed unjustly as he will drink himself into a stupor.

The Shadow: This is the colder side he has grown to adapt to the often dangerous extremes of emotions which he blames on the Eidolon. In many ways, this is like a kind of armor he can wrap around his heart to seal in anything he might feel and seal out anything that could affect him. Because he knows the extremes that are possible for him, he instead moderates everything. The affairs of others mean little except in an objective sense, and any of his charm is always calculated for the best effect. He can watch a child be murdered without sympathy, since it was merely the natural fate of something too weak to defend itself from the brutal truth of survival. Yet at the same time he also uses this side to actually try to achieve goals for himself and his life. This too is the side of him that is not just a player in the game of Survival of the Fittest, but rather a manipulator of it, seeking to balance the scales against those who abuse their power and undermine the purity of natural order.

The Dance: Despite the differences the two sides actually create a rather fluid fusion. After enough years he's managed to learn how to put each one to it's best use, and avoid falling victim to the follies of either...mostly. It is still a struggle for him to find the right balance to give himself a niche in this world. In many ways, this is why he has devoted himself to the concept of "Natural Order" as an ideal (and The Scorpion as a god, in turn). He sees nature as the one gauge for what is balanced and fair, and believes that the world of sentient beings should reflect those natural laws instead of seeking to flaunt them, bend them, abuse them, and make their own. His Eidolon's affinity for destruction is merely a tool in this, a way to bring a primal force of nature into Man's world and crush the corrupt, fragile, and artificial lives they have woven for themselves.

And, ultimately, in the end he is still just a person. In his day to day life there are certainly the odder things of his special nature, but he grew up in a smaller village a week's journey from the city -- you cannot grow up in small towns without at least mostly conforming to normal life and habits. Thus, for those that meet him the long-haired tattooed man man seem unusual, but not at all frightening or even bizarre. Just a charming, bright-eyed person with strange taste in fashion.

Impersonality:

The problem with all this is that Coir, his Eidolon, is tied too closely and has been with him since too young an age. Cardian has no concept now of what "his" personality would be because Coir's personality is so heavily interwoven. Is he the cold and heartless embodiment of cruel self-interest? Or, perhaps, he is the wildly swinging maelstrom of shifting emotions and powerful whims, alternately hedonistic, altruistic, or sadistic? Or maybe he himself is some mix of these? And Coir, then...what of him? What role does the Eidolon play in all this?

Such are the problems spinning in his mind, and to which he doesn't know the answer. Any two people could meet him in the space of ten minutes and meet two entirely separate people. Generally speaking, however, the personality most people would associate with Cardian himself is "The Shadow." This is not so much because it seems fitting as it appears most often when he seems to be consciously working to suppress his more unsettled side, and such is the nature of humans -- they wish to blame the monster for the unhinged side of the man and credit the man with the powers of cold calculation...even if it means the man is somewhat heartless.

When first met and "under control"...his dominant status these days, Cardian will come across as a eerily charming fellow, but at the same time distant. It is as if you are speaking to him through a sheen of ice, and no matter how personal he may become through conversation or time, the cold layer always distorts and blocks and connection between fellow beings. Under extended observation one would get the impression of someone intelligent but also heartless...yet at the same time not necessarily of their own choice. He has a sort of fatalism that embraces the concept of everything natural having its own destined end, and thus a nonchalance in the face of suffering and death. In fact, oddly enough, despite his initial attraction to his current mentality being due to Coir, the "Shadow" side of him is what appears to be his own persona -- innately accepting of natural laws and completely unwilling to do anything to interrupt it. He is not a hard man to be friends with -- as said before, he is charming and capable of interaction...just with an ever-present part of himself held unsoiled by the dirty cares of life and love.

Seems like the perfect opportunity to re-introduce one of my favorites from a previous game that only went so far.
The Criminal MastermindName: Harlok Zenfier

Class: Investigator (Mastermind)

Race: Human

Description: Harlok is an averagely tall male human with a slight build and slightly better then average features. With short black hair and a goatee to match, both are normally neatly trimmed but after time in the prison both have become slightly overgrown. Harlok always tries to stay as presentable as possible using what small means he has to stay clean and shaven. He carries himself with a sense of pride and dignity that beguiles his current situation.

Personality:
Quick with a smile and a compliment, Harlok tries to be friendly with almost everybody. It doesn't always work but he tries his best anyways. He's always talking with the people around him, listening to their stories and learning everything he can. Harlok is a planner, always thinking before he acts and deciding how to best solve a situation. Fortunitly Harlok is quick witted enough that these plans don't take too long to be thought up.

Reputation: Most prisoners like Harlok. He stays friendly with and helps those who like having him around and respects the wishes of those that want to be left alone. He's even befriended some of the guards (provided that's possible) and sometimes Friends on the Outsidehas contraband available from them. Of course for those times when their not willing to get something for him Harlok tries to learn some of their secrets and use said secrets against them.

Description: Yokxi stands at nearly six and a half feet tall, measuring at least two heads over the standard denizen of the citystate of Julianople. He is covered in a thick armor of black scales, speckled with blue-red-green patterns across his neck. Speaking of his neck, his neck is hooded much like his four-legged cousins, and it expands out when he sees the need. The Lizard's white pupil-less eyes stand a stark contrast against his dark scales. Yokxi's grin is full of razor sharp teeth, and his fingers end in equally deadly claws. One cannot also forget his large muscular tail, which is about as thick as his arms.

The Lizard dresses in manner similar to the sailors of the Maritime District, dressing in loose garments, sashes, and wide legged trousers. Yokxi is always markedly barefooted, showing off his webbed and clawed feet. More often than not, tucked into his sash is a rusty, but very sharp looking kukri.

Personality: Yokxi grew up in a rough and tumble part of the Maritime district, where outward strength and posturing were key to daily life. As such, the burly Lizard stands straight and with his head held high, a constant snarl on his face. Or maybe it's not a snarl, and the fact that his mouth is full of literal daggers makes it hard to look friendly. Either way, he has mastered this strategy for interacting with the less civilized parts of the Julianople. When speaking with the less seedy types, Yokxi is rather firmly polite. The common tongue he uses is thick with his Lizardfolk accent, and sharp in structure. He finds the less he can say while still getting his point across, the better. It doesn't help that Common is a second language for him, and perhaps his vocabulary is limited, and his lexicon of curses don't count.

When antagonized, the Lizard can be quite the monster indeed. During his tenure in the Maritime district, Yokxi has found that quick explosivity in the face of conflict is the best, and that he should show no mercy. This has resulted in some rather tragically wounded drunks who made the mistake of pressing the Scale-face to do party tricks for them. After the fight, depending on how riled up he got, Yokxi might have to fight the urge to consume the body of his enemy... He's found that his natural instincts aren't "kosher" in Julianople. Doesn't stop him though.

Ultimately, Yokxi sees his lot in life to serve himself, and to keep himself as priority number one. Though this isn't to say that he is not willing to work with a group, a gang even, to advance himself. There are a lot of things he cannot do, will not do, that friends/gang members will, and the big Lizard sees the utility in that. If they work together long enough, Yokxi might even start to like the people he's working with, and give them his award winning smile. Or was that his snarl? Again, the whole no-lips-dagger-mouth thing is hard to get past.

Hello, I am rather new to this site, and I'm not totally clear how everything works here.

My application has been processed as incomplete? What have I left out? (I'm worried that I've not worked out how the secret messages work properly.)

Hey Lentil Sponge, you have my application as incomplete. Was there something I'm missing or could improve upon?

Basically, same as above.

For Osmund, use the SHH! button on your menu and then put in the name(s) that you wish to be able to see what's within the secret area. If you did it right there should be an area in the app saying 'Secret Text for: Lentil Sponge' at the top that is framed off from the rest.

Personality: Zevin is a man with ideals, and no one see them on a higher pedestal as much as Zevin does. A man of intellect, Zevin always has a plan set before he leaps into any kind of scenario, wanting to be prepared for the worse, though he tends to improvise a back up if suddenly needed, which leads to some messy back-up plans. While believing he is an intellect, he knows physically, he is in the lower section of the competition, but he doesn't let that hold him back, especially when he can summon a being to be his muscle for him.

The Aasimar believes in one main idea: The strongest force is heard the loudest. Zevin would prefer to be heard by forcing his way to the stage instead of waiting his turn or speaking up, especially since he'd prefer to be heard right away. His ideas are one that have one main focus and that is himself. Anything he thinks that sounds helpful for others, is for his own gain in the end.

When not focused on any of his goals, Zevin is either practicing his magic or working on puzzle boxes, as he finds the challenge easy at catching his interest. His Eidolon is quiet, though capable of speech. When backed into a corner, with no visible way of escape, Zevin loses his temper and gets desperate, throwing every spell he knows or tries to bargain/beg/threaten until he finally finds a way out of the situation. If he does get out, it takes a little while for him to finally get his cool back.

Concept: Wizard specializing in knowledge skills and time based magic. Plan is to reflavor magic to keep with theme. So Hold Person is less a paralyzing spell and more about freezing my opponent in time, Create Pit is not creating an extra dimensional space but a manipulation of time and space until space is forced to warp temporarily. I think this will lead to a lot of rp potential even in combat situations.
Description: Elderly/middle aged Human, long beard and with a condescending frown learned from years of lecturing students/apprentices. Back bent from decades of carrying around stacks of books. An air of entitlement and authority radiate from this sad old man. He talks in a monotonous lecturing manner unless he feels tested or threatened, it is then that one would hear a booming voice full of arrogance and grandiose exclaimations.
Personality: Abrasive and full of himself, and unfortunately very naive due to a cloistered life of academia, Jargan is your typical sheltered scholar. Little knowledge of how the world works outside of a textbook, and is often confused when life doesn’t follow a logical pattern. While he acts condescending, Jargan is still very loyal to those who stand beside him and help him achieve his goals. While he is not one to openly flaunt the laws or authority, Jargan will make any sacrifice he deems necessary to advance his agenda. One can find the elderly scholar with his nose in a book most days, even when forced to make due with a common room of a tavern Jargan finds the comfort of a book far more satisfying than any boon companion or mug of watered down ale.
