Got a jolt of inspiration for a character who hopefully can be some kind of fit here. Have a first draft of a character sheet mostly finished, will format and post it up here soon-ish.

 

Name: Jie Kwan / 關潔
Handle: Bright Eyes / 熱辣辣
Role: Rigger
Metatype: Human
Personality: Bright Eyes isn't named for the fancy cyber in her face so much as the way she lights up when there's action or excitement. An adrenaline junkie who likes things to move fast, the only time she doesn't want more is when she realizes it might be more dangerous than she can handle. She has a deep and abiding fascination with how things work and what could be possible that would probably put her at the cutting edge of cybertech research if she had the patience to trudge through developing things.
In business, she's often a strict adherent to the letter of the deal rather than its spirit. She'd rather not kill anyone she's not getting paid for, but will happily lift plans, gear, or data that grab her eye. She's not huge on the social scene – she'd rather interact with people over the Matrix than in meatspace, and even then is more comfortable talking shop than chatting.
Background: Bright Eyes, back when she was Jie Kwan, grew up in the wage slave world, born to parents who worked an assembly line for Ares. She had the natural talent to get tapped for slightly more stimulating work herself, and spent the early part of her adult life driving delivery trucks, worker pickups, and eventually in-house emergency response teams. She was actually pretty happy in her corps existence for a while, getting to ride screaming through the streets at work and jack in to all the joys of the Matrix when she got off. After a while, though, slotting in BTLs and surfing the latest discussions about bleeding edge tech lost their ability to slake her thirst for excitement and moving into the transhuman future of a teched-up body and mind. At first she stumbled into running by accident, looking for low profile outside driving gigs to garner the extra nuyen she needed to start investing in the tech that's slowly replacing her body. It didn't take long to dive in headfirst – driving runners in and out of dangerous crime scenes pays a lot more than driving paramedics to the same places a few minutes later, not to mention the high of the adrenaline rush and the occasional chance to get eyes on new tech plans and prototypes before rumors even hit the matrix. Once she managed to grab the right contacts and nuyen, she hightailed it out of Detroit and disappeared into the faceless night of Seattle.

I'm looking for which book in 5e would have Restricted Gear, is that still just in Arsenal?

Our three existing team members are very well balanced. We had a twitchy fellow in the beginning, but I believe part of the reason he lost interest is because the first fixer and Johnson didn't exactly respond well to his bravado.

As long as you can handle NPCs reacting poorly I don't mind if you play a character with social issues. Just and FYI.

The twitchy fellow is a contact, not a character. I'm playing an elf street sam. Are we playing with the usual restrictions on availability and such? I'm definitely looking into loading up on bioware and then having two or three really high-end weapons. The problem with M.A.D. scanner-proof weaponry is the high availability rating.

EDIT: I've also moved away from drugs and into gun running. It just fits better with everyone and drug dealers are not as wonderful to play with. I'll definitely be taking demolitions as a heavy skill and modifying the heck out of everything.

The new Arsenal is called Run&Gun, and no. Restricted Gear is in the new Runner's Companion which is called Run Faster. Page 149.

Ratings are the same. The only thing I've changed in terms of character creation is the extra D-Rank priority which is detailed in the first page of this thread.
