Assuming that's directed at Harper being broke? She was granted 10GP due to her background, but used it to purchase a shield before the game began. Because of this purchase, she has started the game broke, and we haven't picked up anything she can use to sell or barter with yet...

Point of clarification : The party is currently split with some in the tavern, and Leonora and a few others are in a store? Harper was in the tavern group, but with the confused statement from Lug, and inclusion with Leonora's statement, I'm not sure if everyone's where we remember?
