Lore on the city of Argillon FallsThe City of Argillon Falls

Size: 7,500 to 10,000 people; roughly 8 square miles
Purpose: Trade hub and oasis.
Demographics:

General architecture and layout: Buildings are mostly constructed of clay brick, though most businesses are fronted with a wooden façade that has more curb appeal. The east-west Trade Way splits into 2 wide, cobblestoned avenues as it enters town. Most visitors only see the main roads, so many shops and businesses are located there. However, the town measures a further distance north to south than it does east to west – all the way from the falls themselves to the grazing land to the south.

Each ward of the city, though often not terribly distinct from its neighboring district, has a few things in common: a marshall’s office, a public bath house, a food market, a school house, and a well. No walls or gates separate or surround the various wards, as they interfere with the flow of goods and people. Streets off of the main avenues are designed to help traffic move into the heart of the city. It can often be easier to go into town to one of the main roads, and then back out by a different road than to try to find a way across town via side streets.

Public buildings and most shops are designed to accommodate the height and girth of all possible patrons. Doors and archways are often 9 feet tall while ceilings are 11 to 12 feet. Inns and taverns will have beds, chairs, and tables in a range of sizes. Stairs and steps often split the difference, being 9 or 10 inches high and over 12 inches long (a little more than a Human-sized person is comfortable with but somewhat short for Firbolgs and Goliaths). Independent structures can vary widely. Many mid-level or better homes have basements where wood or coal-burning stoves provide heat for the entire building. As a result, kitchens are often in the basement as well. Windows are shuttered and curtained at night, as glass is seldom used for this purpose.


Wards:

East end trade ward: At the very eastern edge of the city is a large ward dedicated to accommodating the needs of visitors from the east. The district is replete with services such as liveries, inns, wheelwrights, bunkhouses, blacksmiths, brothels, tailors, cobblers, and a large market area for buying and selling goods. The east end ward focuses on providing the comforts of home to people from the eastern city-states. Most guild halls are also located here.

West end trade ward: Very much like the East end ward, except services here are more in line with what people from the western kingdoms prefer.

The market strip: Through the center of town runs the 2 major, cobblestone roads of the city where businesses cluster to sell to travelers and locals alike. Prices are often better here than in the trade wards.

Central (or King’s) ward: In the exact center of the city lies the manor of his majesty and his family – a large, 3-story estate. Other government buildings, including the mint, courthouse, jails, are also located here. Public executions are carried out in front of the jailhouse.

The military ward: Dominated by Braford Keep, this ward is owned by the royal family and consists of the barracks, armory, storehouses, and training grounds for the king’s army. Access to this district is more closely controlled than any other. Those without business there are asked to leave or face arrest on suspicion of spying. The city’s underground prison is also located here.

Eastlake: A Triton community makes their homes on the shores of Lake Harbladt. Tritons do not live in the lake, for the waters are far too cold, even for them. However, they do fish from the lake and maintain the water system of the city that runs from the lake underground to the various districts. The water is then accessed via wells and pumps. Despite the name, the Triton live on the eastern side of the southern shore.

The art district: Northeast of the central wards lies the temple of Tuntemus and is a gathering place for the learned and creative. Here also you’ll find a library, museums, and a school of arcane magic.

The craftman’s ward: The close-in southside area is home to the temple of Vaarentaa and many of the city’s finest craftsmen. They do not typically sell directly to the public. Go to the market strip for that.

The northern fields: The nobles of the city are land owners. No more is that obvious than in the fields between the lake and the northern market strip. Here, large plantations have been constructed to provide food for the city. Peasants can come here looking for work as farmers and caretakers. Utilizing the nearby waters of the lake, farms grow mostly rye, wheat, fruit and nut trees, and hearty vegetables.

The slum district: While not the really name of the district, the poorest district of the city sprawls across the southern reaches – giving rise to its official name: South Reach. This largest single district is the home to the peasants and simple laborers of the city, and is widely considered to be the lost lawless place. While the marshal service has not abandoned South Reach, it is certainly strained to keep up with the criminal element present here.

The Kenku spires: While officially part of South Reach and not a district onto itself, this feature of town is hard to miss. Several tall towers have been built on the tallest hill in the city, southwest of the central district. The spires are the exclusive home to the Kenku population and are the center of their community. The towers are colorful in the daytime and glitter on moonlit nights because of the artwork hung outside.

Ranch lands: South of the city is a wide-open area used for grazing many different kinds of farm and herd animals. The ranch houses are built close to the city with the pens for animals nearby and fields for grazing further out. The lands here are sometimes raided by Kobolds and Gnolls. Ranchers often hire mercenaries to help defend their lands.

The Forest district: While the forests and hills around Lake Harbladt appear to be relatively wild, hundreds of people live there – including an enclave of Firbolgs. The area has been left relatively uncivilized to allow natural flora and fauna to live in peace – except for the sanctioned hunters, trappers, and herbalists who harvest from the area. A shrine to Luonto is located here, though ‘unimpressive’ in the eyes of most civilized people. Some consider the entire forest to be his temple.

The Graveyard: Located just out of town to the west is the temple and graveyard kept by the priests of Hauta. Funeral processions bring the dead out of town and their bodies are burned away in pyres soon after arrival. The ash, bones, teeth, and offerings are buried here in the graveyard and watched over by Hauta’s servants. Mourners come here to offer sacrifices on behalf of the departed. Grave robbery is considered a crime against the dead and the family that they left behind. This law does not extend to ruins or ancient tombs, or graves outside of the city and temple grounds.

The cesspits: The builders of the city failed to plan for one important thing: a sewer system. Filth, waste, and debris must be collected and physically carted out of town where it ends up here. Downwind of town on most days, the cesspits are located southeast of town. Working here is considered the lowest of the low jobs but, in truth, the city wouldn’t function long without the garbage haulers. Collection bins for waste are kept behind shops and homes out of the public eye as much as possible. Back allies are avoided for this fact, as well as being dark and dangerous places to be at night.

Question about starting money/equipment:
Can we use the starting equipment options for class and background, or do you specifically want us to use the optional starting gold rules and purchase our equipment that way?

Second question: Thieves' Tools are out as a replacement for disguise kit. What about artist's tools? (Or maybe they are called painter's tools?) I could see Rocky keeping a collection of sketches that he has made of new places and things, part of his stash to take back to his flock.

Kara'uu the Lawbringer

Please note: I write in British English.

Character Sheet: Kara'uu's Sheet.

Concept: Wandering lawman who seeks his missing mentor and his own personal absolution.

Character options summary: Male Kenku Paladin with the Investigator background (variant of City Watch from SCAG). Intending to select Oath of the Crown archetype (SCAG).

Description: Kara’uu is a 21-year old male kenku. At 5'6 in height, he's very tall for a member of his race. Plumage reference: He's what's known as a grey or hooded kenku and therefore his plumage isn’t entirely black: he is black-feathered on his head and around his chest, forearms, and tail; grey everywhere else. Of course, these difference aren't immediately obvious, hidden as they are by his clothes. Most people would never know he has unusual plumage. Kara'uu's eyes, beak, forearms, and lower legs are also black. He wears a charcoal grey slouch hat and a matching frock coat over his studded leather, and he wields a rapier and a longbow. Pinned to his hat is the badge of the Lawbringers: a five-pointed star engraved with the image of the Tome of Law. Kara'uu has a habit of smoking peaceleaf, and he fidgets with his pipe when bored or agitated.

Personality: For a member of a race known for their talent at making noise, Kara'uu is quite reserved. It's not that the kenku is unwilling or unable to speak, but rather that he prefers to consider the full weight of his words before he speaks them. He was not always so measured, but he became more contemplative after his service during the war, a new habit reinforced by his heavy responsibilities as a Lawbringer.

Kara'uu is almost unfailingly polite, though he has a way of speaking reserved for malcontents that manages to imply extreme disapproval even when the actual words seem kind. His patience isn't limitless, and the eg. murder, slavery, and other particularly vile acts.cardinal crimes defined under the laws of Argillon Falls fill him with fury. He is usually able to temper that rage and use it to drive him, but he is still a novice and sometimes his emotions get the better of him. Due to his guilt over deaths he had a hand in during the war, murders are especially triggering for him and leave him morose for days even after the successful capture and sentencing of the perpetrator.

He is very stubborn when it comes to his creed and responsibilities, finding it difficult to compromise the rule of law in which he believes. He is capable of empathy for a person caught in a bad situation, but draws the line at ignoring their crime: he will do what he can to help them, but they must repay their debt.

Background: Kara'uu grew up in the small town of Red Wing, a settlement on the outskirts of the kingdom to the East of the wilds that surround Argillon Falls. Red Wing is established in the shadow of a large rock outcropping that somewhat resembles an outstretched wing, giving the town it's name. His father was no longer in the picture, never returning after he left to seek fortune before Kara'uu was born. His mother passed away with a wasting sickness when he was 11. Until his adulthood at 12 he was taken in by his aunt and uncle. He was happy enough with them, but he wanted to see the world and to make a difference. As soon as he became an adult he traveled into the kingdom to the East and signed up to join the army.

Three years later, a war erupted between that kingdom and another. The war was and is Kara'uu's personal hell and his secret shame: he followed his orders like a good soldier should, but the orders were abominable. He took part in atrocities he can never forget and never do enough to atone for. After the war he retired from service and made for the frontier to disappear. He wound up in the slums of Argillon Falls, living day to day out of sheer habit of survival rather than any willingness to live. It was then that he met Luran, a Lawbringer, and everything changed for him.

Kara'uu always wanted to do something good and righteous with his life, and while his last attempt went horribly wrong he reasoned that there could be little risk of a wrong turn if his every act was in service to the law. Luran took him on as a trainee. Kara'uu excelled at the academic side of training, discovering that his kenku knack for perfectly recalling and mimicking sounds enabled him to learn the laws by rote with astonishing rapidity. But Luran wanted to ensure her trainee took his time to really absorb the responsibilities of the job, and so the firbolg recommended Kara’uu receive training from the paladins of Vaarentaa. It was a good move, for it was among the faithful that the kenku apprentice finally learned the true enormity of what dedicating himself to the service of others would mean. Many trainees might wash out at this point, but Kara’uu’s resolve only hardened: he knew for sure that he must throw himself wholeheartedly into his service to the community, to atone for the things he did during the war. He has been an active Lawbringer for a little over a year.

Motivations: Kara'uu was a broken man after his experiences, and would probably not have survived much longer if his mentor Luran hadn't picked him up and introduced him to the life of the Lawbringers. He isn't sure if he can ever be absolved, but he believes it his duty to do what he can to set things right regardless. He is also motivated at all times by thoughts of his mentor: he wants to live up to Luran’s expectations, and for his every action to reflect well upon the firbolg. For these reasons he is therefore prepared to live in service to the people unto his death.

Goals:
Nearly a year ago, Luran stopped sending reports to headquarters. Her last report was sent from Preacher’s Rest, a small frontier village far from any major population centre, so it wasn’t considered particularly unusual for contact to be spotty. Nearly four months passed before the lack of communication was considered worthy of investigation. Luran’s trail actually led all the way back to Argillon falls by the most direct route, but she never reported back to headquarters once she arrived in the city. A panhandler who operates near the city gates remembered seeing a firbolg Lawbringer arrive 7 months ago, though his testimony may not be reliable. Despite the efforts of the Lawbringers and marshals, no further clues were uncovered either in Preacher's Rest or Argillon Falls. Enquiries at the city's various inns have drawn a blank, and no other witnesses have been found.

Kara’uu knows something must have happened to his mentor in Preacher’s Rest to cause her to rush to Argillon Falls, but there were no clues to be had there. Devoid of other leads he has come to the capital to conduct his own search. He believes investigators have done all they can, but he just can't let it go at that: Kara'uu owes his current life to Luran, and will stop at nothing to find the firbolg. After that, he will do whatever he can to help his mentor, whatever the senior Lawbringer may require.

Kara'uu's Contacts

Luran
Luran is a female firbolg who is both a paladin of Vaarentaa and a respected senior Lawbringer. She was Kara'uu's mentor and he considers her the architect of his salvation. She went missing in Argillon Falls approximately 7 months ago, and Kara'uu has come back to the capital in order to find her. He has the utmost respect for Luran, and would do almost anything for her. Anything that doesn't contradict the beliefs she herself instilled in him, at any rate.

Myara
A teenage tabaxi street urchin of Kara'uu's recent acquaintance. The Lawbringer caught her in the act of cutting a purse. He saw something of himself in her, remembering his own desperation after the war when he had briefly lived on the streets rather than face his family. Back then, Luran saved him. Thinking about it made him want to reach out in turn. Rather than turn Myara over to the marshals he convinced the girl's intended victim to accept a day's labour at his market stall as compensation and kept a watchful eye over her. Myara was initially furious, but the merchant took a liking to her and ended up employing her on a part-time basis. Thanks to this event Kara'uu's established a small amount of trust with Myara, and she knows he's willing to buy her a meal every now and then to help her save her wages. The tabaxi doesn't come every day, but Kara'uu sometimes finds her waiting near his lodgings on the border of South Reach and the market strip when he leaves in the morning or returns in the evening. He buys food for them from a nearby stall and they sit on a collapsed wall nearby to eat and talk.

Riiko
Riiko is a male kenku and Kara'uu's older cousin. He is the only family Kara'uu has in the city: the rest live out on the frontier, though only his aunt and uncle remain. They looked after Kara'uu for a year before he became an adult and joined the army, after the death of his mother due to illness. Kara'uu hasn't been in touch with them for some time due to his shameful actions during the war.

Riiko moved to Argillon Falls when he became an adult and only rarely gets in touch with his family. Kara'uu looked him up while training as a paladin at Vaarentaa's Cathedral. Riiko was evasive about the nature of his work and seems to be avoiding Kara'uu since - Kara'uu suspects that his cousin is involved in the underworld, and thinks it may be for the best that they don't see each other often. Law enforcement in the capital is not his responsibility, but if he chances to find out what Riiko is up to he knows his creed requires him to act on the information. He'd prefer not to test his resolve against his family bonds.

Local Marshals
Kara'uu notified the marshals of his arrival in Argillon Falls. He is glad to help them with anything, should they ever request his assistance. He is always happy to protect the rule of law, but he also needs to keep the locals happy if he wants their assistance in discovering whatever happened to Luran.

Lawbringers
I've come up with some lore to explain Kara'uu's place in the world. Hopefully it slots in nicely with what you've already established.

Kara'uu belongs to a faction called the Lawbringers, which began life as an independent group founded by former frontier sheriffs. Then as now they acted as wandering marshals and arbiters, travelling in circuits among frontier settlements where the capital's law could not easily reach. In modern times, the Lawbringers have official sanction by both the monarchy of Argillon Falls and the church of Vaarentaa. While the frontier towns and villages aren't strictly speaking under the purview of Argillon Falls, all of them respect the church, giving the Lawbringers much needed credibility. Eventually, Argillon Falls will likely become the capital of a new nation as the wilds are tamed and the towns forge stronger links. By accepting its laws, personified by the Lawbringers, the frontier towns take a first step toward the formation of a kingdom.

Whenever a Lawbringer visits a town they offer their assistance to local authorities, and local citizens may seek them out and ask them to settle disputes using their encyclopedic and up to date knowledge of the laws of Argillon Falls as well as its nearest neighbouring kingdoms. Lawbringers may also independently investigate possible legal infractions they discover or suspect, if they have reason to believe the local authorities cannot or will not do so (such as in cases of corruption). When necessary, a Lawbringer is quite prepared to act as judge, jury, and even executioner. Lawbringers don't usually handle cases suitable for the town sheriff (if there is one) unless their assistance is requested. Local authorities don't have to let a Lawbringer interfere in their business, but in the lawless frontier most mayors and sheriffs are grateful for assistance in keeping the peace and may even be glad to hand off a troubling case to a neutral outside party. Additionally, no Lawbringer will be deterred from helping a town's citizen who seeks their help, regardless of what local leaders may have to say about it.

The Lawbringers are a fairly decentralised organisation by necessity - most of their members spend their days travelling in circuits between frontier settlements. Their headquarters is in Argillon Falls, though Lawbringers report back only rarely (they are expected to report in person at least once every two years, normally reporting back in writing every few months). Technically a Lawbringer has no legal authority within the confines of the city since that responsibility falls to the city's marshals. When a Lawbringer encounters crime, they should either report it to the nearest marshal or perform a citizen's arrest. However, relationships between the two law enforcement groups are generally good and marshals recognise the skills and experience of the Lawbringers. They therefore sometimes request the assistance of Lawbringers currently in the city - either as a general request to Lawbringer headquarters or by reaching out to an individual Lawbringer they know is in their ward. They might do so if they are overstretched, dealing with a particularly serious crime, or need a fugitive pursued outside the city bounds. To help foster friendly relations Lawbringers make sure to inform the marshals of their presence whenever they return to Argillon Falls.

The Lawbringers are affiliated with the church of Vaarentaa. Though they aren't officially an arm of the church, many Lawbringers worship Vaarentaa and her priesthood recognise the important role of Lawbringers in establishing civilisation's law on the frontier. An arrangement exists between the two factions: Vaarentaa's cathedral in Argillon Falls accepts any lawbringer recruits who wish to become ordained and receive training as a paladin.

The Tome of Law

The Tome is an artifact of a dead age, and considered a relic by the Lawbringers. It was unearthed in a frontier ruin, and codifies the laws of an ancient dwarven society. All Lawbringers are permitted to view the book (under supervision) and most choose to study it. When the kingdom’s laws prove inadequate to adjudicate a complicated situation, the involved legal code of the dwarves usually offers a path forward.

Wow! I feel terrible. Jrod posted this question a week ago and I missed it. I was reading over some of the applications today and saw this. So... I guess I'll address it now.

Technology and Magic: The level of tech in this world is very much in line with the D&D average / standard level. The world may be unfathomably old but it also has gone through a number of dark ages and periods of great hardship where inventions and technologies have been lost to the survivors. Civilizations, races, and gods have faded into the void of history along with anything more advanced than currently exists. It might be possible to find more advanced technology buried and forgotten in the ruins of the old worlds.

Magic is present enough in everyday life that most people have seen it being used. Cantrips are common place. Low level spells are seen and used occasionally. An experience city guard will know to watch out for minor illusions and spells like disguise self, especially since Firbolgs can do so naturally. Truly skilled and powerful casters are more rare. An army will likely have a few people that can throw a fireball or put up a wall of fire. The ability to cast above 4th level spells starts getting rare indeed. Argillon Falls probably has 1 or 2 casters of that caliber at most. Legends and stories of truly powerful casters are few and far between.

I believe Kara'uu is complete. I've added in sections that were missing and rewritten a lot of what was there. I initially failed to beat the DC of my Reading Comprehension ability check - I thought other towns in the region were part of the same kingdom as Argillon Falls, which I now see was a mistake as it's an independent city-state. I've made changes to the Lawbringers to bring them more in line with the setting.
