Hmm I would probably make a Johnny Quest type character, boy adventurer. Hmm wait Herculoids? Nah. Ohh superfriends, I could make up or forget new powers on a daily basis. Inspector gadget, then again without Penny he'd be useless. No wait wasn't there a monster truck cartoon about Bigfoot?

"Radical man! Anything else?"
"Nnnnope."

Nope, that just comes naturally with the Mutants and Masterminds system. Everything can be non-lethal damage, even gun fire!
If anyone needs any inspiration Look Here. I particularly like the idea of Charlie Brown or The Fonz (from Happy Days). You could also be a wrestler power-bombing fuzzy animals (Hulk Hogan had a cartoon). Sadly Darkwing Duck is a 90's cartoon not an 80's one. Tons of anime from the 80's including good ole Macross if you want to get your giant robot on.
Lots of ideas to draw on, most of them pretty cheesy.

You can take some inspiration from any era of cartoon you want, really, so long as you include some eighties tropes: the cheese you mentioned, all guns being lasers, the music and fashion, over the top villains, etc.

Yep, that sounds acceptable. Just make sure you don't spread yourself too thin when you make your character.

Realm: The world of 'Where on Earth is Isabella Sanfrancisco comes from is almost exactly like ours with only three noticeable differences. People don't cuss as often, people are more likely to be vague about particularly unpleasant events (if they still do happen), and while technology available to the average person is the same there are individual pieces of incredibly advanced technology. Most people may have iPods, but there are self-aware AIs and machines capable of teleporting people across the planet- if they are very rare and only a few major organizations are even capable of accessing the tech.
The biggest differences between that world and the normal one politically is that there was a big crime network known as STEAL, last led by Isabella Sanfrancisco, dedicated to various profitable criminal activities- most of them being Theft related. As a response an independent international law enforcement agency known as SLEUTH was formed. SLEUTH detectives are known for being a bit younger then you'd expect but actually rather clever. The show's main SLEUTH detectives shown were a pair of siblings, Jack and Carrie. Both in their teen years, Jack was only 15 when the Incursion hit, but both are actually surprising competent- Jack's computer programming skills and intellectual prowess were considered good enough that he's done favors for the Pentagon. Carrie isn't an idiot herself, though her skills are more physical in nature.
There's even a largely identical economic landscape to our world, the big exception being Avalon Enterprises. Owned by reclusive CEO Maxwell Avalon, Avalon Enterprises has been at the forefront of innovation for almost 30 years now. Or it was before the Shadow Incursion. Just before the Shadow Incursion it was known among law enforcement that Isabella Sanfrancisco and STEAL had fixated on Avalon Industries, though nobody outside of STEAL- and very few within STEAL- knows why.
Definate interest. I am going to trawl through lists of eighties cartoons for inspiration.
Thinking of a Robotic Changer, one who is actually a really emotional and empathetic sort under the several inch titanium armor.
Or maybe someone called Major Nature, based on throwing around the power of nature.
Robots are always good, just don't go too giant on us. It would be unfortunate if you couldn't fit into the same room as the rest of the team. Large is probably best, or a very small Huge. Or you could make his transformation be simply a much bigger form of himself, for those times when you have enough room to stretch your legs.
Major Nature sounds like an excellent source of hero points, as you'll not only have to worry about civilians in danger but also the environment. "No! Not that copse of juniper! I have to save it!"

As I said, a character sheet is always good. but I'm far more interested in your character's general background. It will give me a good feel for your sources of inspiration, and where your character would fit on a team.

I am thinking of some kind of G.I.Joe style character, better than a normal human and with the often confusing ability to pull weapons from off screen, or a super secret gadget from a pocket.
For example he might reach into a nearby carriage and pull out the Rocket Launcher he stored there earlier (even though that is completely illogical), then handglide off the roof before it hits so he can fly away on the heatwave.

That sounds like an interesting power, but I'm not sure how you'd convert it into game rules. Still, I like to see how people take the basic rules and use them to cover something oddball.
Also, feel free to use the Soldier Elite as a starting point. Even if you decide to scrap large chunks of it, it will probably make creating a GI Joe type character the tiniest bit easier.
